Work package 5: National research programme analysis

Objectives

Analyse nationally funded research programmes and identify where there are areas of common interest, gaps and possible duplications.

Description of work

In this work package an inventory of the fisheries research programmes funded by each of the partners will be established in order to identify possible overlap, duplication or gaps. The programmes will be categorised, for example by content, time frame (duration), geographical coverage (space) and aim (anticipated output), funding mechanisms, timing (eg of calls for proposals), types of researcher institutes involved in the research.  Opportunities for cooperation will be identified, based on the comparison carried out in WP 3, which will reveal the degree of overlap and already existing coordination on the regional and  international scale.

It is not the intention of MariFish to produce a comprehensive list at the project level, rather to focus at the ‘package’ or programme level in order to gain a comprehensive overview of national programme content.

Task 5.1  

Establish a web-based interactive home page as part of the MariFish website. Task to include:

  • Preparation for data collection (data entry forms, development of national folders in the website, consideration and agreement on category level).
  • Collection of data via national folders and through visit of Workpackage associate to national agencies for direct interviews.

Task 5.2 

Develop a matrix for comparing the content of national research programmes.  Task to include: establishing criteria raster/classifications which will be used to compare national programmes by key issues.

Task 5.3 

Analyse the national research programmes by key criteria to establish common interests, gaps and possible duplications.

Task 5.4 

Undertake a strength and weakness analysis of the national programmes database.  Identify key areas for improved cooperation, collaboration and coordination, and major gaps in the current programme.  Prepare analysis report for Steering Committee.

Task 5.5 

Develop a portal for presentation of ongoing national research programmes and achieved research results, including a criteria catalogue to help funders presenting their programmes. The portal will be in the public domain and will give all funders the means to cross check their national programmes with those of other nations.

The tasks of WP5 will be done in close conjunction with WP3. Especially Task 5.2, 5.3 and 5.4 will be dealt with by the same person tackling WP3. Most of the material analysed in Task 5.3 will be collected in Task 3.1 of WP3. The portal for the presentation of the ongoing and already achieved research (Task 5.5) will be the same as that for the Deliverables from WP3. The development of a web-based interactive homepage will be outsourced and integrated into the MariFish website.

Partner Involvement

WP5 is lead by Partner 3 with Partner 10 and Partner 17, as the WP Co-Leader.  All MariFish partners will be involved in providing details of their research programmes for the inventory of research and will participate in discussions at the SC on the analysis of strength and deficiencies.  This is a major area of work for MariFish and because of time constraints tasks will be shared between the WP Leader and Partner 10, on a regional basis.
